He can run the same offense. That wasn’t the issue in Philly. Getting rid of his star players was the problem. Like you said, that won’t be a problem here.
As for the defense, given all the 3 and outs the offense had last year, I have to assume they are used to playing a lot of downs. So if Kelly’s offense can move the chains, even at a fast pace, the defense will probably get more rest than they did last year.
Kelly will be an improvement over last year, though maybe not in wins and losses. They have a brutal schedule.
